Part One - Project Background:

The tasks of the municipality encompass various aspects of community life, requiring a range of integrated skills and expertise in areas such as law, finance, local taxation systems, engineering, planning, civil and urban organization, local economy, infrastructure, public health and environment, education, culture, social life, local social issues, public safety, and food safety. However, these specialized skills, if available, are mostly limited to larger municipalities, leaving smaller municipalities lacking the necessary resources.
As the local authority, municipalities are in direct contact with citizens as individuals and as a collective. Besides their aforementioned tasks, they're responsible for promoting democratic life, educating citizens on their rights and responsibilities, and fostering their ability to function within the democratic system.
Facing these extensive roles and requirements, municipalities encounter numerous challenges that they must address and overcome despite limited resources and various obstacles.
In this context, local and international organizations have stepped in to support municipal efforts and provide training to enhance their roles and performance in alignment with the responsibilities entrusted to them.
After numerous studies and experiences in the field, and through coordination and exchange with various mayors and experts in certain municipal aspects, and in response to expressed needs on several occasions, the proposal to establish the "Municipal Decision Support Center (MDSC)" was introduced. This center aims to coordinate and unify efforts and make them available to municipalities on one hand, and to relevant civil society entities on the other.

Part Two - Nature of the Center:

Firstly - Center Definition:

The center is a branch of the Lebanese Rehabilitation and Development Institute (LRDI), a civil institution that is non-political, non-partisan, and nonprofit. The president of LRDI or an authorized representative supervises the center's operations.

Secondly - Center's Importance:

The significance of this center lies in:

Independence from official or governmental bodies, allowing it equal distance from various stakeholders including official administrations, specialized governmental bodies, municipalities, civil organizations, and the private sector.
Utilizing the center's capabilities and research to serve Arab municipalities collectively.
Developing comprehensive and balanced municipal policies.
Central coordination with ministries and official bodies concerned with development and municipal work to achieve integration.
Openness to all local and international organizations concerned with municipal affairs that can provide various types of support to assist the center in executing its programs.
Financial contributions from municipalities, governmental institutions, local and international organizations to fund the center's activities.
Thirdly - Center's Objective:

The objective of the Municipal Decision Support Center (MDSC) is to contribute to comprehensive development, formulate and implement integrated and balanced public policies at the municipal level within a single province or district, and ultimately cover all Arab countries. This is achieved by enhancing municipal activities across various fields, promoting democratic life, and engaging citizens in the management of municipal affairs.

Fourthly - Center's Goals:

The center's goals include:

Raising awareness and municipal culture among different segments of local societies.
Building legal, technical, human, health, and environmental capacities for municipalities according to their needs.
Developing approaches for administrative, social, economic, environmental, health, and educational development, either locally or on a regional level.
Activating citizen participation in practicing their civil rights and responsibilities within municipal life.
Attracting and enhancing local human resources in municipal development work.
Supporting municipal projects, programs, creativity, and excellence.
Developing communication channels and networks among participating municipalities, private sectors, civil society organizations, and all concerned parties.
Supporting municipalities in formulating and implementing public policies and strategies.
